Not only do students enjoy open district borders and the ability to attend the public school of their choosing, but a 2002 reform act provides for more freedom for state-run schools to specialize in a particular area (charter schools), i.e., art, business, engineering, computer science, etc..  These schools are publicly-funded, independent schools that provide for an appropriate education to students, free of charge.
